Fixed

Failing to stream metrics from the agent no longer results in the metrics artifact failing to upload.
Streaming metrics uploads can now also be retried.
Experiment-level artifacts are now properly included in the export tarball generated by systemslab export experiment.
Fixed a race condition between starting a job and marking it as running in the database that would occasionally result in the /api/v1/job/:job/:run/events endpoint wrongly returning a 404.
Fixed a bug where emitted metrics parquet artifacts would contain no data.

Experiment parameters are now tracked when they are added to a context. This systemslab CLI will properly add them when running systemslab submit with the context flag or when running systemslab sweep.
(new command) systemslab export context allows for exporting an entire context to a tarball, similar to systemslab export experiment.
