• Added /api/v1/submit2 endpoint which allows submitting multiple experiments in one API call.

Changed

• The experiment control plane has been completely rewritten to use durable. This should result in far fewer stuck experiments when performing updates and when database errors occur.
• /api/v1/submit now implicitly creates a context when an experiment is submitted without one.
• systemslab sweep now takes advantage of the /api/v1/submit2 endpoint when available to submit experiments much faster than before.
• Jsonnet specifications are now evaluated using go-jsonnet, which should result in better error messages when something goes wrong.
